A Study On City Synthesis Law Enforcement From The Perspective Of Administrative Law

The city management is a complex social system. How to improve the level of city management has become a realistic question which the city management faces. As the breach of our country's reform of city administration and management system, city synthesis law enforcement has many disadvantages. From the perspective of effects in practice, it has still a long way to come up with public's expectation. This dissertation, based on the administrative law, takes the current city synthesis law enforcement as subject and conducts a general study of its basic concepts, stage of development, present status, value, basic theories, and some tentative ideas for perfection, so as to offer some reference for the enforcement of city management. This article mainly constitutes of four parts:The first part mainly introduces the definition and analysis of our country's city synthesis law enforcement, so as to make clear the basic situation of the study subject. Besides, the characteristics of the city synthesis law enforcement as a new mode of enforcement are as well stated. Apart from that, the background for its coming into being is analyzed through such aspects as urbanization, social transformation, and standardization of mode of enforcement.The second part mainly analyzes the present situation of our country's city synthesis law enforcement, with emphasis on the existential problems, such as, the foundation, the system, the scope and certain related supervision and helping system of law enforcement in order to find out the problems that influence the development of city synthesis law enforcement.The third part analyzes the lawful value of city synthesis law enforcement, makes clear the value standard of priority of freedom and fairness on which the city synthesis law enforcement must be based, and mainly discusses the requirement of law-based rights, just procedure realized by the construction of city synthesis law enforcement.The fourth part directs at the existential problems of the city synthesis law enforcement, associates with the experience of law enforcement abroad, puts forward the tentative ideas to perfect the system through such aspects as strengthening legislation, adjusting enforcement system, improving the inner management of the law enforcement organization, building perfect supervision and helping system of law enforcement.
