| Since the mid-twentieth century, human society has accelerated the move to the information age, thus boosting the information technology level of war. Information played a decisive role in the Gulf wars, Kosovo wars, wars in Afghanistan and wars in Iraq,which shows that mankind is entering the phase of information warfare. Information warfare has not only changed the shape, size, mode, command mode and the composition structure of the combat effectiveness , but will also change the material means of war and the future development direction of national defense construction. Military spending is the material basis for national defense building and for national defense activities. In order to adapt the military spending to the condition of our country, we should base on the needs in information warfare to continuously adjust the scale of military spending, and establish the dynamic allocation mechanism of military spending structure. The issue of military spending is directly related to the development of national defense construction, the safety of a state and the people, and the normal operation of the national economy. In order to adapt to the development of the international situation, we should deeply study and explore the structure and scale of military spending in the context of information warfare, which is important to improving efficiency in the use of limited military spending, and better responding to the challenges of information warfare.First of all, the theoretical definitions of information warfare and military spending are given in the paper. The author describes the two terms from their connotations, concepts and characteristics, and elaborates the specific relationship between information warfare and military spending as follows: Military spending is the economic base of the information warfare, and information warfare has higher demands on the military spending. In information warfare, we not only need military spending to guarantee the advancement of weapons and the development of information technology in military, but also need to guarantee them with rapid response and continuous supply. Based on the analysis of the supporting-each-other relationship among the ability of political control, the capacity of security maintenance, the ability of knowledge innovation and the ability of the sustainable development of the ability to support, the author finds a solution of the continue supply of military spending in theory. Secondly, in the paper we can find a detailed analysis of the factors which will impact the scale and the structure of military spending. The author maintains that the major factors that impact the scale of military spending include the pattern of international strategy, the national military strategy and the situation of economic development, and that the major factors that impact the structure of military spending include the national economic strength, the pattern of the national strategy, the national geopolitical situation and the population size and structure of national defense. In addition, based on a specific analysis of the ratio of military spending, the author also makes a conclusion that China's military spending is relatively less, and he tentatively offers some methods to determine the scale of military spending.Finally, through the above analysis of the scale and the structure of military spending in China, the author deals with the current situation and some problems on China's military spending, and gives some advice to solve the problems. At present, the main problem of China's military expenditure is that the scale and structure of expenditure, especially the scale, can not meet the requirements of information warfare. Although the overall scale of military spending has increased more than ever, it is still relatively small, accounting for relatively low ratio in financial expenditures and GDP, so compared with developed countries there is still a big gap to meet the needs of information warfare. As far as the structure is concerned, army expenditure accounts to a larger proportion of military expenditure, while the military expenditure of navy and air force and other aspects of technical services, which can better adapt to the requirements of information warfare, are to be increased. In addition, in China there is non-coordination between the management system of military spending and the capacity of macro regulation and control. In the paper the author's solutions to these problems are as follows: to expand the overall scale of military spending appropriately; to adjust to the structure of military spending reasonably; to use Wagner's law to determine the scale of military spending; to increase the percentage of military expenditure in GDP and the financial expenditure appropriately; to adjust the distribution structure of military spending among the various military branches, in accordance with national development strategies and military development of strategic; and to adjust the internal structure of military expenditure to meet the needs of information warfare.In general, in the paper the author mainly deals with the scale and the structure of military spending in the background of information warfare, considering a variety of factors that impact the scale and the structure of military spending, trying to scientifically allocate military resources to meet the needs of information warfare. Based on principles of economics and theories of national defense economics, the author takes the combination of qualitative analysis and quantitative analysis, and the combination of comparative analysis and empirical method of analysis as his main research tools. So here we can find a large number of statistics is used to carry on the comparative analysis. According to the comparative analysis of the changes of military spending in the world, the author suggests objectively making development strategy of national defense, strategically positioning of the scale of military spending, and optimizing the structure of military spending in harmony with economic growth. And then through a comparative analysis of various factors and under the premise of a series of reasonable assumptions, the author tries to establish a quantitative model of the structure of military spending, describing what the distribution relationship among the demand for military spending, the total capability for the state to maintain military and the total capability for the state to maintain development is when the total amount of financial expenditure is given and when the comprehensive national strength has reached the maximum. From the actual data, the model is in line with the financial ability that the country can share from its comprehensive national strength to afford to military spending and is also in line with the demand of the capability to maintain the country's economic development. In the building of the model and the application of data, the author tries his best to avoid the probability that there may be a great difference between the application condition of the model and the reality, and that there may be a variety of factors affecting the data, so that more objective, feasible and realistic conclusion is made.In the 21st century, peace and development remain the themes of the modern world, and the new formation of a multi-polar pattern has not yet been finalized, so all the countries are making full advantage of this opportunity to actively improve their comprehensive national strength and reinforce national defense building. In the paper the author holds that along with the growth of economic strength, the state should relatively increase the national funding into the military field. Through the analysis of the characteristics and laws of information warfare, the author thinks that we should determine the relative scale and structure of military spending to meet the requirements of information warfare, and that at the same time we should adjust the military spending in accordance with the changes of the economic situation; that is, when there is overheating growth in the economy we should lower the growth rate of military spending to curb demand growth; and when the economy is developing slowly, we should appropriately improve the growth rate of military spending to expand the economy needs to address the imbalance between supply and demand. In short, military spending should keep balance with economic development. The analysis of military spending can help us better build up the requirements of the development-related strategies and the relevant policies in line with changes in the international situation. At present, China should draw lessons from the world trends in military spending, base on our national conditions, develop the new military strategic principle on military spending to adapt to information warfare, and under the guidance of scientific concept of development, analyze the new situation in military spending, forecast the new trend , scientifically allocate resources, and promote the overall development through the local jump drive. Therefore, in the new historical starting point, it is necessary to establish a new type of interactive relationship between the construction of national defense and economic construction, to promote national economy and civilian economy to support each other, and to adhere to a comprehensive sustainable development to ensure adequate financial resources to cope with the challenges of information warfare. |
