Research On The Construction And Responding Mechanism Of Public Crisis Information Warning Systerm

With the continued development of science and technology and the advancement of human society, various public crises happen now and then in the world, causing tremendous damage to the social and economic development, thus highlighting the importance of building the public crisis warning system.The article systematically discussed the meaning of such definitions as crisis, public crisis and information warning system, reviewed related theories in this research filed. Guided by the theory of crisis management and the theory of information system, the article systematically investigated the construction of public crisis warning system in the government as well as the influence mechanism.In the discussion of the public crisis warning system, the importance of information warning was explained from both the features of the crisis and the crucial role of warning; then the problems building the public crisis warning system were analyzed from four aspects: the information island, the information communication of public crisis, the personnel in public crisis warning, and the information capacity of the government. Moreover, the functions that the public crisis warning system should achieve were put forward, including processing the crisis information, the decision-making support for the public crisis warning system, the warning of public crisis and the information communication.In the section of constructing the public crisis warning system in government, the bases for constructing the system was analyzed from technology, environment, human resources and economy angles. Then related principles in constructing the systems were specified, also, the framework for the system was depicted. Further, the constitution of the system was analyzed by discussing four sub-systems: the crisis information processing sub-system, the decision-making supporting sub-system, the public crisis information warning sub-system and the information communication sub-system. Finally the processing procedures of the public crisis information warning system were elucidated and a model for the processing procedures was proposed.In addressing the responding mechanism for public crisis information warning, the article discussed the prevention mechanism for public crisis from three aspects: public education for crisis-related knowledge, crisis training and crisis rehearsal. Then the article analyzed the public crisis information warning mechanism, specifically, setting up a public crisis information warning institution, establishing a monitoring system and the warning of public crisis. Also, the decision-making mechanism for public crisis information warning was analyzed. Furthermore, the article discussed the information communication mechanism for public crisis warning, specifically, deciding on the information communication channels, the means to control distortion in the warning information, the principles in issuing warning information and the interaction between the public and the media.The research find out that the both theoretical and empirical researches in public crisis information warning system are still in their infancy, there remains blank space worth exploring and investigating. The article mainly discussed the warning system from a theoretical perspective, trying to provide a systematical research and investigation for the construction of public crisis information warning system in the government and its responding mechanism, so as to offer a theoretical guidance for the government to manage the early-stage public crisis warning.
