A Study On The Early Warning Mechanism Of China 's Government To Deal With Urban Public Crisis

Under the new situation of building the modern public crisis management of the whole government and society, the city public crisis early-warning mechanism construction occupies the core position. Besides some inherent natural disasters because of the geographical position and climate environment, the crisis amplifier and ripple effect of city human high density activities and city public crisis make the defending of city public crisis and transmission extremely complex. In a sense, how to build the efficient and perfect city government public crisis of early-warning mechanism are the key challenges for the city public crisis management, and they’re also the important guarantee to establish a national crisis management system.This paper mainly studied on the city public crisis of early-warning mechanism, which belongs to crisis management from the Angle of the government. First of all, in the overview about the basic theory of crisis management, the paper defines the concept of public crisis, analyzes the relationship between the public crisis events and emergencies and analyzes the evolution mechanism and evolution stages of city public crisis with the help of the mathematical model, and then introduces the related theories of public crisis management and city public crisis warning mechanism. Secondly,, Analyzing the problems existing in the city public crisis early-warning mechanism in our country based on the current situation of the city public crisis early-warning mechanism in China. Thirdly, use the successful experience through combing the other developed countries such as America and Japan’s construction of city public crisis early-warning mechanism. At last, on the basis of the research status and existing problems, drawing lessons from foreign successful experience and according to the specific situation of the city in our country, put forward some countermeasures to build and improve the city public crisis early warning mechanism in our country.The following conclusions are included in this paper:First of all, according to the analysis of the status quo of public crisis warning mechanism in China, we can found the setting of early warning monitor function in China is still not perfect, early warning system and the warning legal systems need to be further perfected. Second, Through the successful foreign experience for reference, from strengthening and attaching great importance to the early warning surveillance management, establishment of a permanent crisis management institution of early warning, perfecting the legal system aspects, building early warning intelligence system and so on, provide several suggestions to build and improve our urban public crisis early warning mechanism. The third, in accordance with the contents of the urban public crisis warning coordination mode, puts forward the measures to improve and build existing urban public crisis early warning mechanism from the organizational mechanism, operation mechanism, decision-making mechanism, information mechanism, guarantee mechanism and so on. The point is putting forward the concrete building ways of city public crisis early-warning organization, on this basis, clear the functions of the various apartments, the paper analyzes the distress operating mechanism which is combined public crisis of early-warning mechanism and Emergency Response closely, and then uses the evolution stage theory of city public crisis, builds the hierarchical model of city public crisis warning, in the end, proposed the building framework to further improve the Warning evaluation index System of city public crisis.
