Study On Local Government Performance Evaluation From The Perspective Of The View Of Scientific Development

Government performance evaluation started in the western county in the 1970s, and through over 30 years' development, it has been primarily perfected. As a managerial applied tool, performance evaluation plays an important role in evaluating the governments' competence, improving governmental performance and promoting government affairs open and democratic process, etc. Therefore, constructing a scientific local government performance evaluation system directed by the view of scientific development has become an important assignment for local government management in our country.From the perspective of the view of scientific development, this paper firstly provides an overview of performance evaluation system at home and abroad, defines the concept of government performance evaluation, and then introduces the relevant theories which play an important role in the development of government performance evaluation. Secondly, it deeply analyzes the evolution and the main problems of the local government performance evaluation system in our country. At the same time, it points out the significance of constructing a scientific and rational local government performance evaluation system. Thirdly, the paper takes the city of Ordos as an example to explore its local government performance evaluation system and point out the achievement and limitations by government performance evaluation which makes the view of scientific development as an instructive theory. Finally, it tries to perfect an effective local government performance evaluation system by establishing a scientific concept, effective procedures, reasonable indicators which include the comprehensive development, sustainable development, coordinated development and the special indicators of particularity of the autonomous region, and find the methods to quantificate the indicators from the perspective of the view of scientific development. According to the above research, it comes to a conclusion: first, in order to carry out the scientific development concept, enhance the capacity of government, promote the rapid and sustainable development of the regional economy and society, we need to build a scientific and rational system of government performance evaluation from the perspective of the view of scientific development; second, the concept of scientific development is the core values of the government performance evaluation; third, from perspective of the view of scientific development, we need to do some practical research and pay attention to the specific circumstances of the region before we build the performance evaluation system; last, the local government performance evaluation indicators system should embody the concept of scientific development fully.
