Research On Local Government Performance Evaluation And Promotion Of Performance Government Construction

The basic concept of government performance management, and expounds thegeneral essence of government performance, analyzes and summarizes thedevelopment of government performance management and the study of governmentperformance theory, points out the realistic significance of strengthening thegovernment performance management research. With the progress of modern society,the citizen of our country has higher and higher demand for government public goods,and the satisfaction to the service level of public is also rising, thus improvinggovernment performance is also one of the basic aims of public management,therefore, improving the level of government performance management and appraisalevaluation, is the contemporary Chinese government, especially local governments, isahistoric task which needs urgently to be solved, for building a service-orientedgovernment.In this paper, taking the related theory, practice and method of performancemanagement of the local government from cities and counties (districts) as thebreakthrough point, based on the summary analysis of successful experiences ofadvanced area, a systematic summarizing and the comprehensive review is carriedout on the current situation of Yingkou development zone government performancemanagement, careful interpretation and analyzing in the specific content of theperformance evaluation index system of other places, and then basing on the political,economic, social and cultural reality of development zone, points out the outstandingproblems that existing in the current local government performance management, andhas a deep and detailed analysis in these problems, so that government performancemanagement and assessment of yingkou development zone is offered by somesuggestions with practical significance.The paper puts forward the countermeasures and suggestions for improving andperfecting the local government’s performance management.
