This thesis studies the English sanitary legislation of nineteenth century.With the rapid development and urbanization,the state of public health was poor.There are some acts in order to improve the sanitary condition of England.An account of the sanitary legislation of nineteenth century including its background,its progress,its defects and its influence.The author considers that the sanitary legislation of nineteenth century has strengthened its control over public health administration,which did not obey the principle of local self-government.Sanitary legislation of the nineteenth century emphasized the central intervention and highlighted the concept of State responsibility,which affects the formation of the British welfare state.In the instruction part,the thesis introduces the current study condition of the sanitary legislation,the point-views in the academic realm both in the abroad and in our country,the constructing method of this thesis,and the use of materials.In the first part of this thesis,the author introduces the background of the sanitary legislation.In nineteenth century British urban and rural area had poor sanitary status. The local management system which inherited from the Middle Ages became disconnected with the industrial society and the poor sanitary status can not be solved.It was the public health problems of the expanding industrial cities that particularly concerned the nineteenth century commentators.The public health campaign emerged and they suggested that the State should intervene in public health issue.This series of factors have prompted the Bristh draw up Public Health Act.In the second part of this thesis,the author introduces several public health acts which are improtant,including 1848 Public Health Act,1872 Public Health Act and 1875 Public Health Act.An account of these acts' background,main content,defects and legislative significance.In the third part of this thesis,the author describes the influence of the sanitary legislation of nineteenth century.We can see the extent of central control has been strengthened.The English public health system has been initially established,and the sanitary status has been improved.Finally,the author confirms the advances in sanitary legislation of nineteenth century.British welfare state model highlighted the responsibility of States and highlighed the dominant position of the Government,and the sanitary legislation of nineteenth century emphasised on the role of the State and the concept of management functions,this can not be inseparable.
