The Comparison Study Of Laboratory Animal Legal System Between China And UK

Laboratory animal science is an important part of the modern science. Regarded as "living reagent", it is the foundation and an essential supporting condition of life science. It is also a crucial symbol to measure the level of modern life science. Scientific research and production application in many fields can not be finished without laboratory animals. The laboratory animals attract universal attention because of their great contributions to the scientific research of human. Recently, many countries and international organizations have established laws and legislations about laboratory animals, closely combining the international trade and academic exchange with the issue of laboratory animals.In Britain, the legal system of laboratory animals is so perfect so to ensure the orderly development of local industrial science of laboratory animals and promote the rapid development of life science. With the development of natural sciences especially the biopharmaceutical industry, Chinese laboratory animal science has made a great progress. However, there is a gap of perfection degree between China's legislation of laboratory animals and other developed countries'.In this paper, the author analyzes the concept of laboratory animals in detail and scientifically defines the definition, classification and function of laboratory animals. By summarizing the history and present situation of legislation of laboratory animals in two countries it introduces the process and current situation of experimental animals work in China and Britain. After that, it makes an indepth comparative study on managerial system of working staff qualification, production and supply system, management system and welfare system etc of experimental animals in two countries. Through the comparison of differences and resemblance between the two legal system of laboratory animals, we can make use of the advantage of British legal system of laboratory animals to make a proposal for strengthening and improving our experimental animals legal system.
