Industry relations is an extremely important area of the market economy,it is also a basic social relations in industrial age. Industry relations is involved in corporate, government and workers etc.,it is closely related to social economy, politic and cultural. In the context of economic globalization, industry relations has become more closely linked with the international community. The more developed the labor market, the more important of the issue of indutry relations.In the process of adjustment of industry relations,it is necessary for the government to intervene the industry relations actively and reasonably both from the theory of fairness and efficiency,the theory of human rights and the stakeholder theory. The tripartite consultation of industrial relations is an effectively way to solve the conflict between the workers and employers,and the government should give full play to the role in it. As a third party or a neutral, the government should not only provide various system and rules for dealing with the labor relations,but also should coordinate the conflict between the workers and employers fairly and justly,so as to protect the legitimate rights of both parties.China's industry relations has experienced from scratch, from simple to complex. While China's industry relations are moving in a positive, harmonious direction, it is still have a series problem, such as the low rate of signing contract,the long working time,the poor working conditions, the prolongation of paying wages,the lack of social security etc. These problem has become a factor which influnce the social stability , and has become a sensitive social issue which can not be avoid in the process of economic development.In the planned economy era, the role of the government in the industry relations are mainly about to arrangement the employment relations of the enterprises , to decide the labor standards, such as wages, working time and so on.The transition of China's economic system has promoted the development of China's labor market. The role of the government has also changed largely. The government should not only to nurture and develop the labor market, but also to formulate corresponding laws and regulations to coordiate the contracdictions between the workers and employers. However, in the process of adjustment of industry relations, the government were absent or offside.The call of the coummity for compliance with the international labor standards, as well as building a harmonious society in China,have made the Chinese government to intervene the industry relations moderately very necessary.In spite of their different ways of dealing with industry relations, the government of the developed market economy countries play an important role in the tripartite consultation of industrial relations. They act as the law makers ,the supervisor of labor relations,the advocator of collective bargaining,the mediator and arbiter of labor disputes and so on.The relatively harmonious and stable labor relations and the regular labor market in the developed market economy countries owe to the government's macro-control. So as to build a harmonious labor relations,to make a sustainable development of social economy,the China's government can play its part in the tripartite consultation mechanism of industrial relations as to establish and improve labor legislation and to enforce the law furtherly, to mediate the labor disputes and to improve the arbitration mechanism, to promote the establishment of industy trade unions,and to further collective bargaining.
