Police power and civil rights are inseparable, the police can not be separated from the exercise of civil rights; the realization of civil rights and the right to protection can not be separated from the police. Confrontation between the two is existing, and any expansion of the police or the right of citizenship would lead to abuse. Therefore, it is necessary to analysis the relationship of the two, to prevent a violations to another.
