| After China's reform and opening up,in order to effectively deal with crime alert blowout growth,some coastal cities pioneered the concept of burglar alarm calls,which was the embryonic form of "110" for China's Public Security,greatly improving the rapid response ability of Public Security Organ to receive and response to alarms.Afterwards,the Chinese Public Security gradually expanded call functions of 110,broaden the scope of services,set up 110 alarm service platform,and executed the 110 alerting service.The 110 alarm receiving service has the most direct impact on the stability of social order.However,the expanding scope of 110 alarm receiving service has made it a difficult problem for the Chinese police to deal with the non-police cases effectively.In this paper,the daily 110 alarms received and responded by the grass-roots police organs of the public security sub-bureau of Suzhou Industrial Park are taken as the research object.Based on the analysis of survey data and literature analysis,the paper puts forward four difficulties in dealing with non-police cases in China's 110 alarm receiving and responding:police force are unable to work full-time for their own jobs,Job burnout predicament caused by police force being occupied,Social forces can not effectively intervene in the issue of non police intelligence,The functional departments dismiss the dilemma of dealing with non police affairs.The paper analyzes on the reasons that cause the difficulties in disposing non-police cases from the aspects of public security internal system,external large environment of alarm receiving and response,government related functional departments and social relevant resources utilization,and etc.Therefore,this paper puts forward relevant countermeasures to improve the difficulty of handling non-police cases of the grass-roots public security organs,to improve the access efficiency of the public security organs,and thus to promote the role of the public security organs in today's society. |
