| Population aging has been a great matter to China in the 21st century. Whether the aging problem can be settled properly or not has a direct impact on the sustainable development of the society and economy, as well as the realization of "the scientific outlook on development" and the construction of "wealthy society".Compared with city, the problem of population aging is much more serious in country. Owing to the influence of "one-child" policy, urbanization, the aged tendency of population structure is more and more prominent, and the family members become less, which are undermining the function of the traditional family-care system in rural area. Under the above situations, socialized service is required. However, as is known that organization care is hard to meet the demand of the elderly neither in the aspect of quantity nor of quality. In addition, due to the low income level and the traditional concept of "living at home when aged", it is not realistic to structure the model mainly based on the organization care in rural area. Therefore, developing the socialized service system of home-inhabited care comes out as a must choice.The paper focuses its research vision on aged service other than economic security for the elderly like others'.
