Central Asia and Outer-Caucasus is located at the east and west sides of the Caspian Sea, named"energy Golden pot". As a result of the important geo-strategic position and rich oil and gas resources of Central Asia and Outer-Caucasus, the world's major strategic forces have been attracted to chase the respective strategic interests of themselves, and Central Asia and Outer-Caucasus is like"the deer"for some powerful Countries and some big countries around this region to pursue it. For the United States, the region is an important component of the global strategy and controlling the region not only has a vital role but also can realize the following strategic interests for the United States,such as their American-style democracy, to contain Russia, China and Iran's development, the fight against terrorism, the Islamic religious extremist forces, preventing weapons of mass destruction proliferation, controlling the region's rich oil and gas resources and other strategic interests. At the same time, the strategic interests of the United States in this region have been restrained from a double internal and external Central Asia and Outer-Caucasus factors, including: the Central Asian countries factors such as the"balance of multilateral diplomacy"policy, the Central Asian Islamic religious of itself and the boycotting of the"color revolutions"of the United States and some factors of the Central Asian countries such as the existence of ethnic and religious contradictions and problems and the Central Asian countries'border disputes, territorial disputes, and the scrambling for energy and water resources and other factors. In addition, there are Russia, China and some Islamic countries of Iran and Turkey constraints.This paper is divided into three parts, the first part is about the strategic objectives and strategic initiatives of the United States in Central Asia and Outer-Caucasus; The second part discusses some internal factors restraining the strategic interests of the United States in Central Asia and Outer-Caucasus; The third part is made up of three parts and discusses some factors from Russia, China and Islamic countries of Iran and Turkey which restrain the strategic interests of the United States in this region.
