On The Transformation Of Township Government Functions In The Building Of New Socialist Countryside

Township government as the most grass-roots government,is the the bridge and link that the Party and government with the broad masses of peasants,and is also the important organizational strength that building a new socialist countryside.In order to meet the rural tax and fee reform in rural areas as well as new construction, we must change the functions of township government.The basic direction of its change is change "control-oriented government" into "service-oriented government".The government must pay more attention to social management and public service functions,and change the concept of error in power which previously emphasis on "control" light "service".This paper, based on field research, analyzes the majority problems of the township at the present stage of our transformation of government functions and the existence of the cause of the problem.Based on cause analysis,I proposed macro-strategy that the current transformation of township government functions.I also pointed out that changes in the functions of township government is a systematic project.The full text is divided into three main parts:introduction,body and conclusion.The introduction mainly introduces the research background and significance,the value that use H Town L County S Province as a research object,and the research methods.The body is divided into four parts.The first part: Theory and practice of the transformation of China's township government functions of,mainly on defining the concept of township government,and township of connotations of the transformation of government functions.The second part:the problems exist in the functions of China's township government at the present stage, mainly from two sides,including township government organizations and unreasonable system of township government functions, to narrate the problems of township government's functions. The third part :the analysis of the cause of the problems exist in the functions of China's township government at the present stage,I analyze the cause of the problems exist in the functions of China's township government at the present stage from four sides : historical reasons, institutional reasons, legal reasons and officer reasons.The fourth part:the strategy and means of how to achieve the transformation of township government functions,I propose the realization of China's rural strategy for the transformation of government functions and means from four aspects based on cause analysis of the third part.The conclusion elaborate the author's view of transformation of China's township government functions.
