The Research On Perfecting The System Of Rescuing For Street Children In China

The problem of street children is a long-standing social problem in the world.Every country try their best to solve these problems—how to help children effectively to return home and return society.Both the government and international organizations through the world show solicitude for the aegis of street children's legal rights and the problem to construct a reasonable system of rescuing for street children.Our society has gone through a transition and a gradual deepening process about the cognition and study on street children and systerm of rescuing for them.However,street children stray again and again because of the absence of specific regulations and policies to rescue street children,the shortage of funds in the national official aid agencies and the lack of talent and so on.They have difficult to return home and return to society.This paper based on the theories of child protection according to "the best interests principles" and public-private partnerships.Also,it uses literature research methods to the study. In this paper,the research results about the street children and its rescuing at home and abroad are firstly summarized.Then on the basis of it,this paper analyzes the system of rescuing for street children and the status quo of the rescuing.What's more,it points out problems of the system of rescuing for street children,such as the laws and regulations morbidity;the lurch which official security organization have to affront;the difficulties to nestle street children and their return.And last this paper indicates the lack of social forces' participating in it by analyze the attitude to street children in society.By studying the case of Jiaxin Children community service centers in Yunnan province,this paper demonstrate further the reasonability and advantages of the system of rescuing for the street children,whose rescuing main body is social forces,such as community and civil society organizations.On this basis,This paper gives some reform suggestions to perfect street children Relief system,including improve the relevant laws and regulations,perfect the functions of government,speed up the construction of protection network and monitoring system.We can establish children's social assistance system with the cooperation between government and non-governmental organizations.At the same time,we also make good effects on the Promotion of community placement and the media publicity.
