The Research On The System Of Rescuing For Street Children In China

The problem of street children is a long-standing social problem in the world. Every country try their best to solve these problems-how to help children effectively to return home and return society. As a profound social problem, the Chinese governments and all kinds of social organizations are also engaged in the research and practice of street children in the last few decades.Overall, we have made remarkable achievements in the street children and their legitimate rights protection. But the lacking of relevant laws and regulations, social participation deficiency causes the phenomenon of street children repeat stray seriously. So it is difficult for them to return home and return society.This paper firstly introduces the concept and the group characteristics of street children on the basis of research about street children relief at home and abroad, summarizing the reasons which produce the street children. And then the paper analyzes the development of street children aid policy and the status quo of the rescuing. What's more, it points out problems existed in government agencies rescue and non-governmental organizations rescue system. The paper also introduces the national relatively successful assistance practices in British, the Philippines and Vietnam, and thinking of enlightenment to the rescue system of the street children. On the basis, this paper gives some reform suggestions to perfect street children relief system, including improve the relevant law system, development community construction, strengthening school education, setting up the special street children management departments, encouraging nongovernmental organizations to participate in and some other suggestions. Lastly, the paper points out that we should build a assistance chain from active prevention to family return, perfecting social assistance mechanism to improve the development of the cause of the street children relief.
