Study On Regulations Of ILO On The Social Insurance Of The Seafarers And Countermeasures Of China

Shipping is a business full of risks.Many countries and international organizations,in order to guarantee the development of shipping,have issued plenty of codes and treaties.They also pay close attention to the sailor Legislation,for seafarers Play a significant role in Shipping business.Our country is a shipping Power.Shipping industry plays an important role in our economy.Our country has an ocean-going fleet ranked second in the world,has the biggest throughput of the port,and has more than 150 million people of the seafarers.However,generally speaking,our country's social insurance legislation is lagging behind the situation of our country's national conditions,and it is incompatible with our country's political and economic levels of development.As for special provisions of social insurance for seafarers are still blank,which greatly damage the interests of our seafarers.Because of planning economy our social security system,So far our country still does not formulate a special law to protect the interests of this particular part,which makes our existing norms relating to the protection of seafarers can not meet the reality. So it is necessary to compare the regulations of seafarers' social insurance in MLC1006 with our existing regulations,and to find a way to improve it in this regard.The thesis is divided into four chapters.Chapter 1 outlines social insurance,including the concept,the characters and the types of social insurance and so on.Chapter 2 mainly introduces the conventions and recommendations of ILO which related social insurance of seafarers and the regulations of seafarers' social insurance in MLC2006.Chapter 3 mainly discusses the status of seafarers' social insurance in our country.Chapter 4 puts forward the main problems of our seafarers' social insurance system and makes some improvement suggestions to seafarers' social insurance in China.
