Research On The Responsibility Of Local Government In Economic Development

There is a widening gap between cities of china in economy development while they stood on the almost same starting line several decades ago when the country established. Except for inherent factors, the most important is man-made factor. As the engine of development of cities, government determines the fate of cities to a great extent. The responsibility of government in local economic development and implementation of its function and obligation is the direction of this article.This article intended to be five parts to analyze and study the relationship between local government and local economy.Part I: Introduction. It includes an analysis of the background of this research, its significance, status quo of related issues and review of the literature and research methods.Part II: Ah overview of economic development of Kaifeng. This section is mainly about economic development history, current situation of Kaifeng, the universal manner, the course of economic development, and future development proposals.Part III: a correlation analysis of local government and the local economic development. This part prove the relationship of the local government and local economic development from four aspect: the reason of government's leading on economy, the role and function of local government in economic development of Chinese and foreign local governments in economic development, in evolution of the role of local government in economic development, definition of responsibility of the local governments in local economy.Part IV: Reasons for lack of responsibility of local government in economic development. There are general performance and specific performance, then give the reasons. Part V: Approaches to strengthen the responsibility of local government in economic development. It includes four aspects: strengthening construction of the administrative cultural, building a system of government responsibility, e-government, improving legal system of the administrative responsibility.
