| The Central Committee of the CPC held the enlarged conference in Beijing, in January, 1962. There were 7118 people who took part in the conference. And this conference consisted of five levels' leaders, who were the leaders of the central committee, the leaders of the central bureau, the leaders of the province and the leaders of the county and so on. So we called it the 7000 National People's Congress Meeting. This was the greatest conference we had held from the foundation of the CPC. This conference not only contained great information, but also had a profound influence on the historical trend. There are many questions which need discussing and researching thoroughly about this conference.Question 1: Why did we hold the greatest conference? The remote reason was the Great Leap Forward which suffered setbacks. The immediate was kinds of difficulties about the economic adjustment. However, the direct reason was the crisis about the grain procurement. The grain was the most important event. The city faced the danger of the grain which was run out of because of lacking of it. But the Central Committee faced great difficulties when they decided to collect grain from the local. In order to make the local leaders' understood it and convince them to accept the unified arrangement of the central, the central committee decided to hold this conference.Question 2: Whether did the theme change? Many scholars believed that the theme of the conference was strengthening the centralism and unity and oppositing the decentralism first, and then was the experience-based. In fact, this was specious. The conference had aspect in discussing the report of Liu Shaoqi. Some people denied the decentralism, but the theme was still it. The meeting of venting resentment realized the initial theme. These factors proved that the theme had not changed from the beginning to end.Question 3: Why did Mao Zedong lengthen the duration to hold the meeting of venting resentment? There were two reasons. The first was that many participants, especially the grass-roots cadres who felt resentment. The second was that Mao Zedong attempted to solve the problem through the meeting of venting resentment.Question 4: How to look upon the self-criticism of Mao Zedong? This received good result factually. Also it built the democratic atmosphere for the entire conference. However, Mao Zedong's self-criticism was not profound.Question 5: Why did we think that the 7000 National People's Congress Meeting left the shadow in the party? There were three reasons. The first was that the frank report of Liu Shaoqi stung Mao Zedong. The second was that Lin Biao got the favor of Mao Zedong because he got Mao Zedong happy through exculpating his responsibility. The last was that Mao Zedong treated Lin Biao friendly, but treated Liu Shaoqi unfriendly. This led the Great Cultural Revolution. It was this conference that caused the divergent between Mao Zedong and Liu Shaoqi. Also it was the reason of the Great Cultural Revolution. |
