The Scientific Concept Of Development

The ruling idea is a whole set of governance theory which regards the goal of the ruling party as the core concept; it is deep-rooted and rational knowledge about the ruling ideal, governing guidelines and the ruling thought. It includes three levels, namely, whom to reign for, how to reign and governance goals. The ruling idea is at the heart of the ruling theory system as well as the heart and soul of the whole ruling theory. The idea not only embodies distinctive class nature, significant inheritance, but also manifests a strong temporal spirit and practical guidance quality.As the governing philosophy of the Chinese Communist Party(CPC) in the new period, the scientific concept of development has abundant scientific connotation. "People-oriented" that is the purpose of the CPC ,reveals the values of the ruling and solves the issue that whom the CPC is ruling for, it is the core concept of ruling idea of the CPC. Taking all factors into consideration is the fundamental method of the CPC's ruling which addresses the issue of how to govern. Social harmony is the vision and goals of CPC's ruling in new period. Being China's governing philosophy on a new stage in the new century, the scientific concept of development which is the new realm of CPC's development in governing philosophy deepens the Party's purpose ,arises the Party's ideals, and reveals a fundamental way of the rulingThe ruling idea belongs to the scope of the spirit. Only if the spirit is transformed into the material and the idea is transformed into practice, will the idea have true value. The full value of the ruling idea lies in its power to guide practice. By way of a ruling idea in new period, only if the concept of scientific development is used for the guidance of building socialism with Chinese characteristics, will it possess the practical significance. We are supposed to guide the overall building of socialism with Chinese characteristics, lead socialistic economic construction,political construction,cultural construction and social construction with Chinese characteristics and conduct the building of the Party with the criterion of concept of scientific development.
