A Study On The Location Evolution Of Central Governmental Office Activities And Its Effect Factors In Beijing

The research object in this paper is a special class, because it not only has general characteristics of the office, but also has the characteristics of administrative directives. This paper combine literature,interview in-depth,induce and deduct to describe and analyze about different period of the Central Administrative Office in Beijing area and the evolution of the process, It determine the impact of the central office in Beijing and the Chief of the positioning and location changes factors administrative instructions" is the most important reason affect the evolution of its location. This paper provide counter measures and suggestions for socio-economic development,urban planning and related policy about urban development in the process of Beijing, otherwise it extent area theory in some the role and impact of but also to some, location-rich content of the theory.Through the study on the location evolution of central governmental in Beijing,it's results: most central government in Beijing located in the Xicheng District and Dongcheng District before the Republic of China founding, but as time changes , the concentration is decreased in the Xicheng District and Dongcheng District, it has been a noticeable trend of decentralization. Since the 21st century, Third Ring Road and Fourth Ring Road in Beijing has developed a new around office industry center. As this effects, Centre government in Beijing to the periphery of the trend of proliferation has become increasingly evident.At the same time, through the spatial analysis and depth interviews with qualitative and quantitative methods, the main factors of impact centre government located: the reasons for the higher level instructions or other administrative reasons,the reasons for gathering or conformity,social and cultural reasons,economic reasons,the environment and other reasons, of which the most important reason is the higher level instructions or other administrative reasons.Based on this, contrary to centre government office in Beijing propose some countermeasures and proposals: reduce the future development of urban intensity, scattered to the suburb,clear urban function, reduce overlapping functions,strengthen office space the integration of intensive development, guide the relocation of some organs and so on.
