After the establishment of the People’s Republic of China in 1949, all kinds of privileges granted to imperialist countries were abrogated, and thereupon Beijing Legation Quarter’s history of humiliation was also brought to an end. To meet foreign states’ demands of establishing diplomatic missions in China, the Chinese government developed the First Diplomatic District,the Second Diplomatic District and the Third Diplomatic District in Chaoyang District of Beijing from 1950 s to the end of the 20 th century. It has not only provided a good working and living environment to foreign missions, but also promoted the regional social and economic development to a large extent. Entering the 21 st century, faced with the increase in numbers and scales of diplomatic missions and international organizations in China, the Chinese government began to develop the Fourth Diplomatic District. The establishment of the Fourth Diplomatic District would act as a new platform for China to carry out international exchanges, and also an irreplaceable element to enhance Beijing’s economy and make it a special world city.Although the development and evolution of diplomatic districts have drawn a wide range of attention from many countries, throughout current domestic and overseas researches on diplomatic districts, there hasn’t been a clear and comprehensive one on diplomatic districts’ spatial structure, evolution and internal mechanism. Researches lay great emphasis on diplomatic districts’ actual operation, but rare on their regional effect.Thus based on the relevant domestic and foreign research literatures, this article will use diplomatic districts as research object and analyze in the perspective of regional economics,diplomatic districts’ spatial evolution as well as their interaction with surrounding regions. It aims to make a thorough research on diplomatic districts’ impact on regional economy and spatial structure, as well as their roles in enhancing regional effect. Particularly, this article will only focus on diplomatic districts’ formation, development and revolution, not involving the content of international politics and diplomacy, such as diplomatic relations, social system, geopolitics,religion and ideology. Besides, the description of diplomacy, embassy, diplomatic mission and relevant research background will help this article better introduce and analyze diplomatic districts.In theory, this article will help disclosing new theoretical basis of the emergence of thediplomatic-missions cluster, new ideas of analyzing how to create regional competitiveness, and new perspective of studying regional economics as well as city economics. In practice, the development of diplomatic districts could enhance the regional competitiveness and promote the regional economic growth, and be valuable experience in developing other diplomatic districts.This article has nine chapters. The first chapter will define and analyze the research object and main concepts, illustrate the research approach and framework, and present the research method. The second chapter will make a literature review about location theory, regional development theory and agglomeration, and summarize domestic and foreign researches about diplomatic missions and districts, so as to provide theoretical basis for the follow-up analysis.The third chapter will analyze the historical changes of diplomatic districts in Beijing from historical perspective to explore its law of spatial evolution. The fourth chapter will analyze the spatial evolution of diplomatic districts in Beijing from various aspects, for example the historical background, dynamic mechanism, operating mechanism, trajectory path, and in both macro and micro levels. The fifth chapter will qualitatively analyze the economic, social, cultural and spatial effects of diplomatic districts in Beijing from specifying the content and essential characteristics of regional effect. The sixth chapter will quantitatively analyze the regional effect of diplomatic districts in Beijing with help of grey correlation analysis and DPS data processing system. The seventh chapter will introduce the development and evolution process of diplomatic districts in other countries, i.e. Germany, Malaysia, the United States and Australia, so as to draw worthwhile experience from these countries. The eighth chapter will disclose the problems generated from the developing process of diplomatic districts and its surrounding areas in Beijing,analyze the reasons, and put forward suggestions of promoting the regional effect. The ninth chapter will make a conclusion of the whole research process and results.
