The Plight And Countermeasures In Reforming County Government

County government,as the rather stable grass-roots administration, is supposed to take on double responsibilities—to follow and implement the central government's guidelines and policies,and to take the lead in the development of local economy and society.How and how much to strengthen the reforms on county government and what can be achieved by doing this is a major issue that not only has a direct bearing on the success of our national reform on administrative management system,but also the implementation of significant national development strategies like the new setup of integrated cities and countrysides and the overall realization of comparatively well-off society.With the application of some basic theories of administrative management and government supervision,and some personal practices and insights,this paper is to bring out,from the five perspectives of county government's function,organization,power,management and personnel facilities,the possible difficulties in reforms on county government,analyze the causes of this plight,and hence supply some countermeasures for the reform.It has the following parts.The first part is Introduction,which is to offer my personal ideas on the objectives and countermeasures of county government reform in times of the transferring of China's economy after summarizing and commenting on some basic theories and branches on reforms on county government.The second part describes in detail the plight our county governments are faced with,that is,extensiveness of their administrative function,lack of scientific setup of institution,Communist Party Committee's absolutely power in policy implementation,obvious lag in management,great difficulty in personnel monitoring.The third part analyzes the causes why county government has get stuck in the plight.Firstly,the double role of county government in cultivating and supervising the market make it difficult to position functionally and objectively.Secondly,lack of scientific division of managerial authority—communist party committee holding its absolute power,other administrave institutions'charging over different functional partitions and superior administrative government's priority in decision-making—all make the county government get bogged down in boosting the reforms on itself.Thirdly,the different and complicated interest pursuit from county government,administrative partitions and personnels become great interferences to county government in reforming.Fourthly,social standards are unblievably misrepresented.Morals are withering away,disciplines are loosened and laws are not strictly enforced.All these hindered practical operation in county government's reform.The fourth part supplies the principles,objectives and measures for further reforms.The principles of being human-centered,scientific division in managerial authority,intergrated implementation and planning propulsion must be observed to instruct the reforms.Reality must be taken into considerations to focus presently on improving county government's function in economic development and establishing public service-targeted government.The beliefs of serving the people, administrating scientifically and legally must be intensified to consolidate the ideological fundation of county government's reform.All relationship should be well dealt with to make county government take the leading role in decision-making.The administrative function of county government should be integrated,institutional partitions should be optimized and administrative personnels should be bettered,then a perfect administration system of high efficiency can be well established.The fifth part is conclusion in which despite limitation of this paper itself,the complexity and difficulty are made clear in detail and prostects of futher reforms on county government are anticipated.
