On The Problem And Countermeasures Of The County Level Government Apparatus Reforms

Situated in the place between urban and naval areas, the county-level government Connects macro and micro management, direct and indirect management and urban and county's' management. And it has the biggest drawbacks: too large apparatus, too many staff, serious bureaucracy and participation of government in enterprises' affairs, so successful reform of government institutions at the county level or not, it is a direct impact on our country running a benign administration system. The reform of government institutions at the county level is important. This thesis takes the apparatus reform of county-level governmental as the practical examples, bases its experiential materials on the on-the-spot investigation and makes use of related theories of Administration, Politics and Economics, systemically analyzing difficulties and causes of the reform of county-level governmental, and then, considering the actual conditions, proposes countermeasures for these problems.This paper consists of five parts mainly: part one, mainly introduces the background and significance of selecting the topic, which introduces the theoretical Study of China apparatus reforms. Part two, the paper reviews three times reform of ShaoYang in 1993, 1998, 2003 and introduces the present apparatus reforms condition of ShaoYang. Part three, the paper analyzes the problem of ShaoYang apparatus reforms: wrong position of government function; unscientific apparatus reforms; hard to redirect redundant workers. Part four, the paper analyzes the reason of the problem of ShaoYang apparatus reforms from functions, structure, concepts, economic. Part five, the paper proposes countermeasures for these problems.
