Since the1980s, in order to adapt to the trends of globalization and informationtechnology, to meet the increasing domestic demand for public services and also tocater to the voice of improving the performance of the government, as well as underthe impact of new public management theory, originating from Organization forEconomic and Cooperation Development of Europe and the United, market-orientedadministrative reforms is sweeping the world, opening a new era of administrativereform. Our new government treat comprehensive and deepened reform as theprimary task, and has mentioned the term of "reform"77times in the governmentwork report. Mobile government, acting as a new development of e-government, hasentered into administrative reform areas owing to its economy, timeliness, immediacy,efficiency and other characteristics. Mobile government allows the government workto break the constraints of time further and make it becomes possible for thegovernment to achieve mobile services and management. It also promotesadministrative efficiency and enhances administrative capacity, promotes the flatdevelopment of administrative organization, and accelerates the building ofservice-oriented government. Therefore, during the implementation of China’sadministrative reform, we must establish the concept of service-oriented government.The government should strengthen the information technology, especially by using ofmobile government to expand the public participation while government uses flatconcept to reform government organizational structures. Administrative reformsconform development of the times and the practical needs. It is necessary to build aservice-oriented government, and build a moderately prosperous society.
