Corruption is known as the "cancer of politics" all over the world. Corruption in China is also a big pollution of government environment, as well as an unavoidable problem that must look for a solution. However, the weird situation of "corrupt generation" makes us to realize that anti-corruption is not the best choice for deracinating it. Hence, it became a new thought and hot topic discussed by theorists and academics on how to prevent corruption at the beginning. Common sense tells us, a clean and healthy government requires mature social system and always keeps it improving and left no loopholes for the corruption, and then we can ensure the health of political organism.First of all, I explain the causes of corruption from the view of power and history. Based on the extending nature of public power, which makes abuse of power a possible, it comes to a conclusion that power abuse and lack of restriction is the core reason of corruption. Reviewing the relation between feudalism effect and corruption, we pointed out that concentrated political system turns out to be a footstone of corruption.Secondly, the paper analyze that the core solution of corruption lies on prevention. From contrasting the relationship between anti-corruption and preventing corruption, exploiting the cause of "corrupt generation" by calculating the cost of corruption. It is impossible to solve the corruption in the root as there is serious defect existing in social system by illustrating examples of Guo songtao and Hairui's anti-corruption "tragedy". Meanwhile, demonstrated that to prevent and curb corruption from the source eventually depend on effective and perfect social supervisory system by considering some specific anti-corruption measures such as high-paying, moral self-discipline, combined with deficiency status of China's existing supervisory and regulatory system,Thirdly, the author starting from the theory of power segmentation, by analyzing the theory of separation of powers of Deng Xiaoping and combining with learning experience from developed countries' effectively corruption prevention, as well as exploring anti-corrosion system reform of representative individual, proposed that division of powers is an elementary system to prevent corruption. For example, deepening the separation between party and government, the establishment of a standardized and transparent duties consumption system, deepening the reform of the property declaration system and open administration, it is possible to reduce the further corruption space by applying the system mentioned above, reflecting the fundamental corruption-preventing system and the origin of role.From above mentioned, we can conclude that the prevention of corruption will be a long, complex and systematic project. The construction of corruption-preventing system requires further improvement and perfection in all aspects of some specific system at the same time. So to prevent the corruption from the source will finally depend on and ensured by effective system.
