A Study On The Mechanism Of Preventing Corruption In Disciplinary Action

After the eighteenth national congress of the communist party of China(CPC),the CPC has strengthened the anti-corruption. While hunting Tigers and Flies, the CPC promotes the reform of the system of disciplinary inspection supervision and the disciplinary inspection committee plays a more important role as the special supervision organs of the CPC. However, experience shows that power which is out of control will tends to corrupt. We should make the disciplinary inspection supervision use its power fully as well as pay attention to the problem of “Who supervises the supervision”.as Wang Qishan who is the Secretary of the Central Discipline Inspection Commission says, it will be mere helpful for the battle of anti-corruption to prevent the black light.The paper concludes the theory of closed system of power restriction and supervision through comparing the power restriction theory and power supervision theory, because the authority should always be in a closed system. By analyzing the corruption cases of discipline inspection cadres, I conclude three features of discipline corruption: Subject universality, covert and diversity, and four reasons: irrational power setting, closure of power operation, imperfect disciplinary power system and harmful effect from exterior environment. Finally, theory of closed system shows that in order to prevent and treat the discipline corruption and construct a system to prevent this kind of corruption, we can try the following three aspects: closed system of disciplinary power, authority in a closed system and optimization of discipline inspection cadres, and we should improve the closed system of disciplinary power, normalize the operation of the disciplinary power and strengthen the moral education of disciplinary cadres, improve the construction of selection and appointment mechanism of disciplinary cadre. Only in this way, can we completely eradicate the power corruption.Through studying the problems of disciplinary power corruption, finding the solution in theory and practice, taking advantage of the closed system, we can not only improve results of the power supervision, but also have the vital practical significance for reform and innovation of discipline inspection system and promote the work of the party construction and restrict corruption.The party central committee warns that whether we can solve the problem of corruption impacts the political legitimacy of CPC. So it is key that matters.
