Research On The Influence And Mechanism Of Government Intervention On Enterprise Innovation Ability

Since the Reform and Opening-up in 1978,China has achieved very huge development in all aspects and created the "Chinese economic miracle".But with the development of social economy,China's "demographic dividend" gradually disappear,rely on low-end manufacturing has been not enough to support the development of a New Era in China,so our country must make the transition from rapid growth to quality growth,to achieve growth energy transformation,innovation is the key,only promote our country enterprise innovation ability can realize the industrial structure of high-grade,preempt the development opportunities in New Era.In order to improve the innovation ability of Chinese enterprises,the role of the government is indispensable.This study analyzes the theoretical mechanism and specific policy effects of the government's intervention in innovation activities through direct and indirect ways.By studying the research and development of patent data of Chinese listed companies,found that the government through direct intervention approach not only failed to attain the goal of improve enterprise innovation ability of the policy,it will hinder our country enterprise innovation ability,and as a result of direct subsidies lead to enterprise strategic innovation behavior,lead to low quality of patents "crowd out" the high quality,lower the quality of innovation;Correspondingly,the government indirectly interferes in R&D innovation activities through appropriate institutional arrangements,which can not only improve the innovation quantity but also the innovation quality of enterprises and comprehensively improve their innovation ability.Further research shows that in addition to government intervention factors,enterprises' own financial status,ownership nature and industry nature all affect their innovation ability to varying degrees.The findings suggest that government intervention by way of direct innovation research and development activities and cannot achieve policy purposes,and by means of indirect intervention can significantly improve enterprise innovation ability,therefore our country in the future in the regulation of enterprise innovation activities should be more indirect way rather than directly issuing subsidies to some enterprises.
