In American politics, the relationship between the President and Congress marks one of the most important relationships and the power struggle between the two has always been remarkably intense.This thesis, based on constitutional stipulation on separation of powers and checks and balances, gives an overall presentation to the rationale behind veto design by the constitutional framers as well as its actual procedure, and makes a comprehensive analysis over its significance for American politics as well as factors influencing a President's veto use. Then the author puts forward a generalization of strategies adopted by a President to initiate a veto and an analysis of the effects achieved.Finally, the author consolidates the conclusion that the presidential veto is not only the most formidable power that Presidents can take advantage of to curb the legislative process but also a critical element in preserving the constitutional balance between the executive and the legislative and steering the course of American politics by outputting legislative outcomes that are more balanced and rational.
