According to the Constitution of the United States,Congress shall have the power to declare war.However,as the Commander in Chief of the Army and Navy of the United States,the President has great power to use force,sometimes without a declaration of war.Based on the analysis of the policy-making process of the Iraq War in 2003,this study found that the Congress and the President were in constant fighting for the war power.However,the president usually get the upper hand.Before the inauguration of President Bush,Iraq has been the target of the future military action.After the attack of 9.11,President Bush and his team alleged that Iraq was behind the threats.Without the authorization from UNSC and the support from other nations,the United States has already deployed army in Middle-East area.After a prolonged process of debating and consulting,the congress finally decided to acquiesce in what the President has already been doing,which left the President more room for further action.With the analysis of the interaction of the President and the Congress in policy-making before the Iraq War,we can have a better understanding of the relationship between the administrative and legislative branches of US federal government and the policy-making system of the United States.
