The system of Juvenile Reeducation through Labor was established in 1996. The Department of Justice demands by regulations that reeducated juveniles and adults should be kept in separated institutions, and that juveniles reeducated through labor should be taken over by the Juvenile Education through Labor Institution from the Juvenile Criminal Control Institution. Juveniles reeducated through taking in is also referred to as juveniles reeducated through labor in this paper. Adapted from the system of Reeducation through Labor, the system of Juvenile Reeducation through Labor has flaws in its design and practice, which hinders the protection and correction of the reeducated juveniles. Experimented by countries like the US and the UK in the 1970s, the Restorative Justice is a replacement of penalty, based on the theory of alleviation of penalty, and has become the discussion focus of the world of law theory in China. The writer explores how to reform the Restorative Justice so that it could adjust to the system of Juvenile Reeducation through Labor in China. Despite the limits of this paper, it can serve as an experimental research on the reformation of the system of Juvenile Reeducation through Labor.
