Study On Total Quantity Control Of Utilities Allocation In Jiangxi

The total quantity control of utilities allocation is of great significance in achieving the harmonious development of economy construction and social utilities. At present, formulating an effective method for total quantity control has become the research emphasis of utilities management. By means of the methods of data envelopment analysis, grey system theory and statistical analysis, combined with the influence factors such as social and economic development level, social utilities conditions and utilities allocation characteristics, a new evalution model of utilities allocation condition of Jiangxi province was established, and a new method for determining the objective of total quantity control of utilities allocation was proposed.On this basis,A distribution model of total quantity was established.As a result,the study on total quantity control has formed a complete system.Firstly, the evaluation index system and the evaluation model were established to evaluate the utilities allocation condition in Jiangxi province.Combined with the statistical data of Jiangxi Province in 2004,the evaluation results obtained by using the model indicated that the utilities personnel in most areas can be compressed to different extents.Secondly, in order to determine the objective of tatal quantity control,three methods were proposed: the forecast method of gray-multiple regressive analysis,the forecast method of gray-markoff and a new method based on DEA and grey verhulst model.The results showed that, compared with the fomer two, the third method was more reasonable.Thirdly,On the basis of the evaluation on utilities allocation condition and the determination of total quantity control target,a distribution model was set up.By using the model,a distribution scheme of Jingxi Province was put forward in 2005,and the practical application result showed the proposed approach was feasible and effective.At last,in terms of realization form and personnel management system,some suggestions were put forward to realize the total quantity control:the dynamic management system should be perfect on the basis of real name system,and thestrategy-oriented personnel management system should be set up.
