Reception for public affairs is defined as a social communication process that the organs of the Party and government and their public servants that possess social public administrative responsibilities utilize the public financial fund to provide necessary life and work service for those visiting public servants who are on errands for social public administrative affairs. Currently, domestic reception for public affairs has already surpassed the rational range of necessary administrative cost for implementation of public affairs and has formed a type of corruption.This paper analysis the characteristics of reception for public affairs, which are as following: enormous consumption amount and its gradually expanding trend, over-standard consumption and severe waste, indistinctive reception range and casual consumption, pervasive corruption in reception, serious and prevalent consumption shift, etc. Severe generalization of domestic reception for public affairs has made politically, economically and socially serious effects: to waste national financial capital severely and cause the soaring increase of governmental administrative cost; to occupy the limited national economic construction capital and affect governmental functions of economic and social management; to affect national economic development and accelerate the injustice social distribution of wealth; to deteriorate politically and socially moral environment and good images of the Party and the Government; to estrange the relations of carders and crowds and affect the social stability. Essentially, severe generalization of domestic reception for public affairs is a form of governmental behavioral deflection. The essence of governmental behavioral deflection is that the agents deviate away from public interests in the operation of administrative power. And its roots are the asymmetry of information, the incompatibleness of interests, the incompleteness of contract and the asymmetry of responsibility. From the perspective of experience, there are the following realistic reasons for generalization of domestic reception for public affairs: the inside defects of financial management system, the institutional defects of public affairs consumption system, the defects of the legal system of reception for public affairs, the hypodynamia of superintendence mechanism of reception for public affairs, the defects of administrative system and methods, and the deformation of administrative culture and consumption ethics. Seen from the international experience of managing reception for public affairs and domestic reform practice of part of local governments, governance of reception for public affairs requires launching the monetization reform of reception for public affairs, namely, reducing the externality behaviors of consumption subjects by personalized allocation of common property. Meanwhile, it requires reforming the domestic financial management system, constructing the relevant legal system of reception for public affairs, popularizing the ethic idea and administrative culture of "Proper Consumption", and perfecting the superintendence regime of reception for public affairs.
