Study On Micro Corruption In Rural Zones

In the 1980 s.,village self-governance was a milestone in the construction of democracy at the grass-roots level in China.Because of its implementation,the way of rural governance in China has changed dramatically,the traditional feudal state power has faded out of the grass roots,and democratic politics has given villagers the power of self-governance.In the course of more than 30 years,villagers self-governance has made great achievements,which has great significance to the promotion of rural economy,society and even the democratic process of the whole country.Compared with the general prevention and control of corruption,the rural "micro-corruption" is in the unique background of villagers self-governance.Theoretically,the democratic oughtness model of villagers self-governance has the fundamental function of preventing corruption.But from the perspective of practice,villager self-governance has a certain degree of involution in every link of democracy.The involution phenomenon to some extent provides objective corruption on the conditions and opportunities for the village cadres corruption.In this context,based on the qualitative and quantitative analysis of village cadres corruption in X County in recent years,this paper deeply analyzes the causes of village cadres corruption under the background of villagers self-governance.There are the following aspects: first,there are difficulties in the election of village cadres;second,there are defects in the democratic decision-making mechanism;third,there is confusion in the management of public property;and fourth,the power of democratic supervision.Therefore,the countermeasures of preventing village cadres corruption in the process of villager self-governance should focus on perfecting the mechanism of villagers self-governance system,eliminating involution,achieving the purpose of reducing the corruption opportunities,and finally realizing the prevention and control of village cadres corrupt behavior.The specific countermeasures are: first,perfect the democratic election system for village cadres,and realize the restriction of rights on power;second,rationalize the relationship between village and township(street)governments andimplement a rational division between "village affairs" and "government affairs";third,improve the village(residential)committee organization,set up the villagers supervision and management organization;forth,establish various rules and regulations to promote the public of village affairs.
