Comparative Analysis Of Ancient And Modern On Chinese Duty Consumption

With the rapid growth of Chinese economy, the amount of duty consumption is rising year by year. The corruption phenomenon hidden in duty consumption becomes diversified and intensified. Gradually from exoteric to private, duty consumption caused the serious waste and erosion of the state property and becomes the hotbed of corruption.Duty consumption not only belongs to political corruption in the field of the public administration, but also undertakes the key point of political corruption. The self-behavior of Official administrators and Officers affects not only the outcome of public management, but also the working efficiency of enterprises and institutions and other private sectors. Therefore, it attaches great importance to governing Official administrators (political corruption). Duty consumption is an special activity which can have a great impact to society, so we need to do deeply research to a serial problems such as meanings, features, developing trends, sources, solutions. Duty consumption can be divided into three levels: first level, necessary consumption behavior; the second level, the standard exceedingly, extravagant consumption behavior, the third level, consumption by the excuse of working business. This thesis mainly studied the state official administrator'unreasonable duty consumptions. Based on the historical evolution of duty consumption research, I puts forward the problems exist in a series of duty consumption behavior, by vertical contrast of history and contemporary. I refined the similarities and difference in historical and present duty consumption, and creatively raised the two developing trends in depth and width direction, analysis the present status of duty consumption. At the same time, taking a consumption on Public funds in dinner as the example, sample-analysis duty consumption, through its performance, the relevant case, the growing trend analysis, explore the reasons and solving measures for duty consumption behavior of the causes and solutions. Through a series of theoretical analysis and case study, we conduct the conclusion that the existing problems of the duty consumption can be traced by history, and has gradually enlarged and increased fiercely now. The thesis dedicately analyzed and generalized the causes, and finally puts forward the specific solutions.At the end of this paper, I concludes four key points: duty consumption has its own peculiarity; duty consumption grows in " width " and " depth"simultaneously; development in width has covered up the depth to some extent; the expanding of duty consumption did not promote working efficiency but became the tool of a part of official administrators'corruption; we should pay highly attention to and rectify such duty consumption behaviors.
