Research On The Design And Construction Of Macau Government Core Information Systems Disater Recovery Data Center

The traditional disaster recovery plan is mainly concentrates on each individual governmental department for its own information centre to recover and its ability to take care of. This kind of plan is no longer working. The business continuity of the administrative government includes: the reality of the workplace of the department in which it may face any difficulties; the loss of the chief employees; the ability to recover the computer informative system. In order to be able to continue the business continuity of the department even after an unpredicted incident occurs, any government department, any geographical place, any big or small structures need to design a plan that fits the business continuity of the SARM, starting from an effective business continuity departmental plan, extends to build a suitable informative backup recovery system which works for most of the SARM departments.SARM is indeed looking for a solution that be able to keep the business in its top leading position, in order to build an informative disaster recovery center that suits most of the governmental departments, to solve the problem that may happen in short and long terms affect when it is interrupted by any disasters. This theory is written based on this concept; and use special cases as the analysis research. Create a prototype that the SARM has to design in steps necessary for its business continuity, also suggest a model for the continuation running for service of the government to assist six governmental departments to reassess the core planning of the informative system for the continuation running, and lastly, suggest a backup informative system and recovery centre for those departments, as well as to describe the solutions. The main strategy is to let the backup and the recovery centre not only be a far away backing centre, but also a system that includes the administrative management, the operations, and with extensive techniques. This research is done based on the flow of the systemized of the Business Continuity Management, BCM. Through the influence of the system analysis and the risk assessment, SARM will realize the work and the process of the main informative systems of her six departments, which are SS, DSAJ, IACM, DSE, IH, SAFP, and be more knowledgeable to help to create and reinforce those six departments in their business continuation strategy.This reseach in the final stage will help the SAFP to create a non-interruptable disaster system, to allow the informative center be able to recover the running at any incidents; to reduce the impact of the loss of business to its minimum, and to reassure that SARM and the participated departments can effectively continuously to provide technical asssistance service in every aspects.
