With continuous development and progress of information technologies as well asprosperous development and progress of civic awareness of the masses, the public haveincreasingly high requirements for transparency and fairness of court hearing. Therefore it isincreasingly important to apply various scientific and technological methods to reasonablyincrease the level of all kinds of work in courts. For this reason, courts in various areas increasethe investment in informationization construction one after another. All kinds of novelinformation systems are developed and perfected continuously. Therefore, it becomes animportant research topic to know how to prevent and reduce risks in the complex and variedinformation system environment as much as possible; how to provide a stable and reliableworking environment for normal work and operation of courts; how to increase the recoverycapability after disasters when avoiding catastrophic strike at the same time; and how to reduceeconomic and political influences generated by disaster events.The paper emphasizes the application of a systematic engineering idea, and applies amethod of combination of AHP (The Analytic Hierarchy Process) and fuzzy comprehensivejudgment method to carry out index division for risk factors of a disaster recovery system fromthe ability of the disaster recovery system in management and technological implementation onthe basis of four life cycles of the BCM management course. The paper establishes a set ofhierarchical model of influence factors of risks in a court disaster recovery system, wherein theauthor objectively determines the index weights by AHP and then applies the fuzzycomprehensive judgment method to carry out comprehensive judgment. In this way, it can beconducive to the organization and analysis of risk points of a current disaster recovery courseof the court information system; can evaluate the disaster recovery risks of the informationsystem from management, planning and technologies for courts; and can provide referencebases for further application of effective methods for reduction of disaster risks. At last, thepaper applies the above model to carry out empirical research on the disaster recovery risks ofthe information system of H court; and then comprehensively analyzes the disaster recoveryrisk points of the disaster recovery system according to assessment results, and puts forwardopinions and suggestions on the improvement of the disaster recovery system of H court.
