| Based on the legal analysis of Internet real-name system for Internet cafes in China, studying the concept of the Internet real-name system of Internet cafes and its necessity of implementation, and through the actual experience of internet cafes' management, combining with existing laws, analyzing police department towards principle part qualification , law gist and management way of management of internet cafes' real-name system,summarizing the police department's means and management situation towards Internet real-name system for Internet cafes, we find police department's main problems towards Internet real-name system of Internet cafes. First is the lack of legislation. At present, police department's management towards Internet real-name system of Internet cafes mainly proceed according to Internet service sites Management Ordinance, which also exists many realities beyond expected, reflecting the defect of broad and general. It mainly represents poor operational and unscientific system design. Second is the lack of Law enforcement. The problems are mainly: problems of Philosophy of law enforcement, the lack of the way of law enforcement, the lack of resources of law enforcement, backward technical means, etc. Directed against these problems, I'd like to raise some considerations for police department towards Internet real-name system, improving relative legislation of police department's management towards Internet real-name system of Internet cafes, transferring concept of law enforcement of executive. Meanwhile, let the management system of Internet cafes realize real-name system management through technical means. Finally, Internet cafes should also promote establishment of self-regulatory organization, and let it integrate with the executive, then coming into being a strong law enforcement community. Only through this way can we realize the management of Internet real-name system for Internet cafes.
