Research On The Mechanism Of Motivation In Public Benefits Supply

After three decades of reform and opening up, China's achievements have attracted worldwide attention, the total amount of material wealth has been greatly improved. At the same time all sectors of the non-governmental organizations are also gradually emerging in the social field, resulting in a variety of concepts brought by non-governmental organizations have gradually been accepted by the public. Service-oriented government means that the government should transfer parts of functions which are related to public benefits. As a main carrier of philanthropy, non-governmental organizations also play an increasingly important role in social fields. Charity donations and volunteers in Wenchuan earthquake are still actively talked about by people. Meanwhile, the concept of corporate social responsibility is gradually coming out into people's vision. This series of changes show the great needs of public benefits in this time, reflecting that the current needs of public benefits have not yet been satisfied, there is still a long way to build a harmonious society.In this paper, I took the theory as a starting point and analyzed the supply of public interests in history. Then I tried to find the correlation between total social welfare and social harmony for the following analysis of the issues. Through such analysis, I clarified the main providers of social benefits and found the reasons of lacking power in public benefits supplies. The main purpose was to shorten the gap between the supplies and the actual demands of public benefits. This conclusion can also be used to analyze how to build a socialist harmonious society.Each provider of public benefits faces different subjective responsibility and objective environment. How to promote the enthusiasm of providing public benefits is an important question which must be considered by both scholars and citizens.This article first analyzed the general conditions of public benefits, then separated the question into several parts to settle each one. At last, I reached the conclusion. I hopethis article can be used to help understand the situation of public benefits. And alsohope that it can be used to solve some of the problems during the supply of publicbenefits.
