As a social fundamental service system, highway industry's external social and economic benefits are much greater than its economic benefits in transportation department. That is, only assessing highway its own profit earning capacity is incomplete. On this ground, the evaluation method of infrastructures such as highway should focus on their impacts on macroscopic sectors. And the macroscopic benefits should be allocated into the value of highway, being an important component of highway value, which avoids underestimating the value of highway. This paper discusses the evaluation on social and economic benefits of highway industry by means of qualitative and quantitative analysis.The paper firstly divides the social and economic benefits of highway into four aspects: direct input benefits, inductive benefits, output benefits and social and external costs of highway construction, which are analyzed in chapter 2,3,4,5 in details. In chapter 2, direct input benefits are branched out into before efficiency, after efficiency, and consume efficiency according to different generation ways, and explaining how the highway social and economic benefits reflect social various sections. Then the paper figures out direct input benefits through statistics of the Hubei 6-sector input output model. Chapter 3 introduces inductive benefits, namely with the completion of highway, improved traffic conditions and better microscopic economic situations animates all around the highway be investment highlight, which accelerates booming. And puts forward an idea to analyze the inductive benefits. Chapter 4 is output benefits, that is various savings brought by highway, including transportation costs and time saving, reducing traffic accidents and etc. The social and external costs of highway construction have been discussed in chapter 5. Chapter 6 is the conclusion of the paper, clarifying the central contents and written purpose.
