The construction of a capable and efficient government is not only the requirement of economic development and social improvement, but also a necessary step to improve the build-up of government and enhance its ability of social service. The construction of a capable and efficient government is a systematic project, in which success has been achieved but problems such as lack of awareness of capability and effectiveness, short of management system that fits development, unsatisfying quality of civil servants and flawed evaluation system of governments'capability and effectiveness also arise. The key of constructing a capable and efficient government is to start from government's human resources management in order to enhance governments'capability and effectiveness from all links varying from organizational structure, organizations'operating mechanism, the quality of civil servants and evaluation system of governments'capability and effectiveness.Based on discussing the basic theories and significance of governments'capability and effectiveness, this paper summarizes achievements and bring forward problems in the construction of a local capable and efficient government through studying a great deal of examples. At the same time, this paper centers on the tasks in construction of a local capable and efficient government, applies research theories and methods from public administration and human resource management, developing the theories about constructing a capable and efficient government based on human resources management, then provides comprehensive ideas and detailed approaches regarding the construction of a capable and efficient government. This paper gives advice that based on clearing guiding ideology and enhancing awareness, at first, a capable and efficient organizational structure and operating mechanism should be built; then the government should establish a fair and reasonable system of personnel recruitment and selection also create a training system; after that, government should perfect the evaluation system of governments'capability and effectiveness, build an incentive payment system and incorporate management of career development into government's human resource management system from performance management's point of view. Results of this research would not only enrich the present relevant theories regarding the construction of capable and efficient governments, but also promote the practical work in construction of capable and efficient governments.
