Research On Improving Administrative Effectiveness Of Local Governments In China

For the country, administrative effectiveness not only affects the achievements of administrative objective, but also relates to the country’s competitiveness. Local governments are the most close to the public. Their performances play an important role in the local economic development and social stability. Long-term since, China’s local governments’ administrative effectiveness is not high, which greatly hindered the effective development of administrative activities. At the same time, low administrative effectiveness provided the effect of public products and public services, and caused the waste of public resources. Improving the administrative effectiveness of local government actively and establishing service positively in local government are the needs of people and the direction of local governments.This paper points out several problems of the inefficient local governments and analyses the causes of them. Then it puts forward suggestions to improve effectiveness of China’s local governments by the intensive study of local governments and administrative management knowledge, reading lots of literatures. To begin with, the paper clearly points out the research subjects and related theories. It discusses the research background, significances, research ideas and methods, as well as the present situation of the domestic and foreign research, etc. It also defines the concepts of local governments and administrative effectiveness, and studies the theoretical foundation and realistic demands. In addition, the paper comes to reality analysis. It expounds the current administrative effectiveness problems of China’s local governments from the organization and procedures as well as administrative costs and so on. In order to provide theoretical guidance for the answer to the problems, the paper analyses the reasons of low effectiveness of China’s local governments on macroscopic and microscopic. Lastly, according to the analysis of the reasons, five countermeasures are put forward to improve the administrative effectiveness of local governments in China.
