Research On Constructing Simple And Efficient Grassroots Management System

The grass-roots level is the link between the Party and the government and the people,and the platform for serving the people.The level of grass-roots management is directly related to the production and life of the people,and determines the social foundation and ability of the Party to govern and the foundation and level of state governance.The Third Plenary Session of the Nineteenth Central Committee of the CPC put forward the idea of "building a simple and efficient grass-roots management system",which pointed out the direction for the reform of grass-roots management system.At present,the exploration of grass-roots management system reform in China is mainly through the construction of government halls,the use of convenient system and other technical means to reduce the administrative approval process.Although this has improved the efficiency of work to a certain extent,to achieve the purpose of improving administrative efficiency,but only from the technical level,can not fundamentally solve the problems of grass-roots management system.With the continuous development of China’s economy and society,the functional system of the Party and the state is also changing.A large number of social public affairs management authority has been transferred from the central to the local level.The grass-roots level bears increasingly heavy management affairs,which results in the original management system at the grass-roots level can not well meet the growing growth of the people in terms of function allocation,institutional settings,and the supporting mechanism of authority planning.Living needs.Therefore,the grass-roots management system must be changed.By reviewing and reflecting on the development of grass-roots management system in China,we can further grasp the essence of grass-roots management system,enrich the research content of grass-roots management system,and supplement the research data of grass-roots management system to a certain extent.In addition,by taking the current situation of street and community work in Jialing District of Nanchong City as an example,the actual situation and practical problems of street work are analyzed,which not only helps to solve the current problems faced by grass-roots management,but also helps the grass-roots government to continuously improve the level of work,and constantly promote the process of modernization of grass-roots governance.In terms of research methods,this study synthetically uses three research methods:documentary method,comparative analysis method and case analysis method,and takes "discovering problems-analyzing problems-solving problems" as the main research idea to analyze the historical changes of the grass-roots management system in China,and makes a thorough study of the existing problems in the current grass-roots management system,and according to the reality of typical models in advanced regions of China.Practice indicates the future direction of development.This study consists of six chapters.The second chapter after the introduction mainly focuses on the core concepts and theoretical basis of the simple and efficient grass-roots management system.Through theoretical analysis,it provides theoretical support for the study.The third chapter briefly introduces the development process of the grass-roots management system in New China,and analyses the establishment and transformation of the early management system in China,the transformation of the functions of grass-roots management in New China,and the transformation of the operation mechanism of grass-roots management in New China,so as to clarify the development context.This paper combs the model experience and the problems existing in the actual operation of the grass-roots management system in some cities in China,focuses on the advanced experience that can be used for reference by local governments,and makes a thorough analysis of its shortcomings,and then explores and puts forward corresponding countermeasures and suggestions from the aspects of building a simple and efficient grass-roots management system.Chapter IV,taking Jialing District of Nanchong City as an example,analyses the general situation of streets and the basic situation of grass-roots management system in Jialing District of Nanchong City from a medium-term perspective,summarizes the current difficulties,and analyses the exploration process of the grass-roots management system in Jialing District.The fifth chapter,on the basis of the analysis of the first four chapters,combines the actual situation of our country,and puts forward the path of building a simple and efficient grass-roots management system.The modernization degree of grass-roots governance directly affects the modernization level of national governance.Therefore,under the new situation of continuous economic and social development and accelerating urbanization process,it is necessary to build a simple and efficient grass-roots management system,which can be scientifically divided into the functions of grass-roots management organizations,timely adjustment of relevant functions,further adjustment of management system,and optimization of institutional settings.To promote the modernization of grassroots governance,we should constantly strengthen financial security,improve talent management system,enhance community service capacity,improve community resourceallocation and governance system.
