Coming into a new century and a new stage, we are faced with the rare development opportunities, and also we are faced with the serious challenges and tests. With the expediting progress of globalization, marketization, industrialization, urbanization, and informationization, we are transforming from an agricultural to an industrial society, from a closed to an open society, from a single-nature society to a multi-nature society, and from a human-ruled society to a law-ruled society. A number of new situations and new problems are emerging in quantity with the intricate contradictions in the profound changes of social transformation and economic transformation, thus putting forward higher requirements for the capacity building of leading cadres.Heightening the innovation capacity of leading cadres is necessary to strengthen the Party's construction of governing capacity, to construct an innovative country, to thoroughly apply the Scientific Outlook on Development, to cope with all kinds of risks and challenges and to improve the core competencies of leading cadres. Currently, our country's reform and development is in a critical period, so the important and urgent tasks put in front of the leading cadres of all levels are to comprehensively implement the Scientific Outlook on Development, to promote the sound and fast economy and society development, to build a harmonious socialist society, to realize the objective of building a well-off society in an all-round way, to strengthen Practically the Governing Capability Building of the Party, to greatly boost the innovation capacity of leading cadres and to stimulate the creativity of the whole society. To shoulder the heavy responsibilities given by the times and the undertakings and to open up new prospects for all works, we must have a multitude of leading cadres with the consciousness of innovation, the spirit of innovation and the capacity of innovation.The innovation capacity of leading cadres is that leading cadres utilize new theories and methods to creatively solve all kinds of practical problems and to realize the capacity of optimizing development for an organization with the characteristics of practicalness, inheritability, risk and the times relevance. Though the requirements for the innovation capacity of leading cadres vary according to the position and nature of work, learning capacity, innovative thinking ability and practical capability are necessary three elements to make up the innovation capacity of leading cadres. Learning capacity is the foundation of innovation capacity, and innovative thinking ability is the source of innovation capacity, and practical capability is the practical utilization and concrete inspection of innovation capacity. These three elements interact with and support each other, which are necessary three core competencies to form innovation capacity, so we can not realize innovation capacity without any one of them.At the present stage, the cultivation of leading cadres'innovation capacity is influenced by all kinds of traditional and realistic factors, which are summed up in the following seven aspects: I. An influence from the conservative thinking"The gun hits person who takes the lead"; II. An influence from the Golden Mean thought; III. An influence from the cultural tradition"place emphasis on textual research and ask the source"; IV. An influence from the principle of authority"official status worship"; V. An influence from the mindset of"play safe and be afraid of mess"; VI. An influence from the empiricism and habit set; VII. An influence from a lack of incentive mechanism. The existence of these factors seriously impedes the cultivation of leading cadres'innovation capacity and seriously restricts the exertion of leading cadres'innovation capacity as well as delays the process of social innovation. Now, you can see the issue about the cultivation of leading cadres'innovation capacity in the speech and report of each level of leader, falling into oblivion within the large category"strengthen the Party building". So, we should focus on the following five aspects from the point of view of practice: I. Emancipate our minds to extensively open our minds for boosting innovation capacity; II. Diligently study knowledge to solidify the knowledge base more firmly for boosting innovation capacity; III. Put emphasis on practice to pioneer more abundant practice sources for boosting innovation capacity; IV. Draw on collective wisdom and absorb all useful ideas to congeal more wisdom power for boosting innovation capacity; V. Perfect mechanisms to construct the sound internal and external environments for boosting innovation capacity. Certainly, the approaches for boosting innovation capacity are numerous, but I think that these five aspects shall have the positively promoting effect on the improvement on the innovation capacity of leading cadres at all levels. This thesis sill has some matters for discussion due to my limited theoretical level and space. It is an attempt after all, and I hope this thesis can make some small contribution to the study on the leading cadres' construction of governing capacity。...
