We put the rule of law thinking of the training and the use of the object is defined as the leading cadres at all levels, Is because China has entered into the rule of law in the new period, towards the rule of law, among which the key link is the leading cadres should from the executive will, for the administration of examination and approval power of thinking change as the supremacy of law and the supreme right, restricting the power of the thought of rule of law, specifically is the leading cadres to respect the law’s authority and obey the laws and regulations, so that the rule of law become the real heart of a belief and consciously by legal means to exercise public power authorized by the law, to safeguard the people’s privacy rights. The author is working in Inner Mongolia Autonomous Region Party and government departments, to the Inner Mongolia Autonomous Region implement the requirements of the central, and comprehensively promote the work of the construction of the rule by law, its effects and the problems made some understanding, especially for leading cadres training and the use of existing in the process of thinking of the rule of law and the causes of the problems pay more attention to, and do some thinking and research. From in the deep feelings to past legal construction is lagging behind, the rule of law thinking weak historical burden influence, our country promote the process of governing the country according to law the urgent and arduous, especially improve the urgency and magnitude of the leading cadres of the "vital few" the rule of law and thinking skills.The author mainly through the analysis of Inner Mongolia Autonomous Region, some practice effect and the causes of the problem, further clear leadership cadres rule of law thinking cultivation and application is the inevitable requirement of the era of rule of law, is the inevitable requirement of the road of rule of law with Chinese characteristics, but also to adapt to the inevitable requirement of the actual conditions of the rapid development of the country.
