Research On Countermeasures To Improve The Ability Of Leading Cadres To Manage According To Law

Administration according to law is the core of administrative rule of law,is the key to establishing the government by law,to running the country in accordance with the law.Leading cadres are important subjects of governing the country,are important undertakers of administrative duties according to law,study their administrative capacity according to law,help to promote the party governing by law,to build the rule of law government,the construction of the rule of law society.In this paper,the leading cadres according to the law of administrative capacity as the object of study,according to the law of administrative capacity can be divided into Legal cognitive ability,decision-making ability according to law,ability to execute according to law,ability to supervise according to law.Through different levels of leading cadres survey,the general situation of leading cadres in accordance with the law after the Fourth Plenary Session of the Eighth Central Committee.This paper summarizes the effectiveness of the current leading cadres in enhancing their own administrative capacity according to law,and analyzes the problems of leading cadres in legal cognition,decision-making,execution and supervision,and analyzes the subjective ideological level of the leading cadres and the objective legal system Construction process,administrative system mechanism(assessment,supervision,incentive,etc.)and the reality of the administrative environment of four aspects,one by one to lead the leading cadres in accordance with the reasons for lack of administrative capacity.Finally,some suggestions are put forward in strengthening ideological education,innovating administrative system,perfecting administrative legislation and optimizing administrative environment.Through the research,this paper argues that the factors that influence the administrative capacity of leading cadres according to law are multifaceted,and the leading cadres are influenced by various social forces such as government,citizens,legal persons and other organizations.Under the environment of rapid economic development and socialcontradiction in our country,it is necessary to continuously improve the administrative capacity of leading cadres according to law and the ability to meet the needs of the rule of law and to build a government under the rule of law.
