China's Rural Public Governance Research Under The View Of Harmonious Society

Harmonious society is a good society model proposed by our Communist Party. It is a directive concept to build up an overall well-off society. It expresses the goal of being in power of our Communist Party, reveals the strengths or weaknesses being in power. The subject of building up harmonious society is people. The ultimate goal is to realize the full development of our people. "People-oriented" is the basic value orientation for harmonious society. To strengthen the research on rural public governance under the view of harmonious society, is to plan as whole for rural public governance development by "people-oriented" concept. This is fundamental for rural public governance coming out of plight.There are five sections in this paper.The first section is the introduction to illustrate the background of the meaning and writing, and carry out the literature review and introduce the problem to be solved in this paper.The second section describes the concept of rural public governance and its historical evolution. From the "governance" in English, summarizes the definition of "governance" in academia. On this basis, combines the actual situation of Chinese rural areas, proposes the concept of rural public governance in china under the view of harmonious society. Following historical evolution path, the history of rural public governance in china is divided into "review" and "forward" from the founding of new china.The third section cards the primary discourse of rural public governance in china, combining the related cases, pointing out the major dilemma of the rural public governance in China. The primary discourse is divided into three parts, the three parts are the environment of rural public governance, the main of rural public governance, and the process of rural public governance. Summarizes from the writing purpose of paper, and puts forward the views. From the primary discourse of rural public governance, combines the author's observation in Zhaoyuan of Shandong province, points out the dilemma of rural public governance in china.The fourth section analyzes the value pursuit of rural public governance in china in the view of harmonious society and the effect in the building of harmonious society in rural areas. Harmonious society is a "people-oriented" society, "people-oriented" is the basic value orientation of harmonious society, rural harmonious society is an important component of harmonious society, rural public governance is adapted to rural harmonious society, pursuit of its value should be "people-oriented". A "people-oriented" concept in a harmonious society is out of the woods for the rural public governance and provides a theoretical and policy guidelines at the same time. Public governance in villages of rural areas also constitutes institutional guarantee for the building of a harmonious society. Therefore, there are inherent between the logical connections necessary.
