Critical Analysis Of Political And Administrative Dichotomy

As an independent discipline, public administration has merely one hundred years history.But,As the base of the public administration,the political and administrative dichotomy's development is not so smooth ,and was questioned by a variety of heorists.However ,theorists have not yet put forward a complete theory to completely replace the political and administrative dichotomy. The political and administrative dichotomy continue to commit the duty of the theoretical basis of public administration. It should be noted that the political and administrative dichotomy existed a number of issues which was questioned by theorists the since the beginning. The political and administrative dichotomy suffered a dilemma that the public administration seems to have entered a vicious circle of paradox dilemma:on one hand,it is difficult to shake the theoretical basis of the traditional administration;on the other hand , as the target of public criticism, political and administrative dichotomy was questionded by all kinds of theorists. The main purpose of this paper is to explore the true features of political and administrative dichotomy.About this theme,according to critical thinking characteristics this paper take the effort to identify the conjunction of Critical Theory and Public Administration , and take full use of the critical theory to analysis right or wrong of the political and administrative dichotomy.By tracing the basical theory of political and administrative dichotomy, this paper thinks that the value of criticism of the political and administrative dichotomy theory may go to the extreme and Miss the positive value of political and administrative dichotomy.By analysising the criticism against the political and administrative dichotomy,this paper find that the so-called criticism of the political and administrative dichotomy is only one aspect of the evaluation,not the whole understanding. This is the most important reason that the criticism go to the extreme. Based on this analysis, this paper follow the basic ideas of critical theory to analysis the overall the problem, and try to restore the authenticity of the political and administrative dichotomy theory. At present, China is engaged in a new round of government reform,there is no doubt that the critical spirit will benefit distinguishing the relationship between politics and administration, and dividing the division of governmental functions. The critical public administration will become an important aspect of the study about our government.
