With the establishment of a new order of international law of the sea and the rapid development of international marine affairs, the coastal countries are gradually establishing a unified, multi-functional, paramilitary marine law enforcement personnel, in order to maintain its sovereign rights on marine resources, and protect the marine environment. It is worth studying whether the mode of China's marine law enforcement is able to meet the real needs and adapt to the changing situation.First of all, the meaning and characteristics of marine law enforcement are explained, concept of which and of oceanic law-executing, maritime law enforcement, fishery law enforcement are sorted. Then the mode of marine law enforcement is defined and its two characteristics are concluded. After that, the two types of the mode of marine law enforcement are compared. Finally, under the theory of administrative law and country ruled by law, the author makes a brief analysis of theoretical basis of the establishment of the mode of marine law enforcement.The second part explains the historical development and current situation of China's marine law enforcement by analyzing the five major domestic marine law enforcement teams, its drawbacks and causes of the problems, domestic reforms carried out already.The third part focuses on the comparative analysis of typical United States, Japan and South Korea's mode of marine law enforcement, and then sums up five points to learn and study for China's perfection.The fourth part discusses the necessity and feasibility of the establishment of the mode of China's integrated marine law enforcement. Furthermore, the article put forward the envisage, thoughts and concrete steps of perfecting China's mode of marine law enforcement.
