Since 1980s, accompanied with the emergence of "Associational Revolution" in the worldwide, international non-governmental organizations have developed rapidly in terms of not only quantity, scale, activity fields, but also influence. In the process of social change, more and more international non-governmental organizations come into China, and have increasingly been playing important roles in different fields, such as poverty alleviation, education, and medical treatment.The development of international non-govermmental organizations in China attracts many scholars'attention; however, most of their research focuses on several fields like several given projects in China, their effects on China's social development and their existence problem, which are issues of resources in organizations that can be analyzed from the perspective of "Resource Dependence Theory". Therefore, this research defines those problems as "Resource Dilemmas" from the angle of resource dependence. Based on this definition and the theory of "Alliance", we bring forward a way to effectively relieve the recourse dilemmas in law legality, administration legality, social legality, capital and personnel recourses by establishing the complementary alliance between international non-governmental organizations and government, and the supplementary alliance between international non-governmental organizations and local non-governmental organizations.Meanwhile, to validate the impact of the alliance implementation, we select a typical example of Oxfam. We systematically analyze their cooperative projects with Chinese government and local non-government organizations, and prove the positive impact to mitigate Oxfam's resource dilemmas by alliances. We also find that the alliance between international non-governmental organizations and Chinese related organizations may bring forward new problems, such as lack of independence, and the need to enhance law legality, so we further propose some particular advice to solve these problems.To sum up, we hope to fully understand resource dilemmas that international non-governmental organizations are facing during their development in China through the angle of recourse dependence, and bring up the method of establishing alliances to effectively solve these dilemmas, which may pave the way for their further development in China. Also, our research can be used as reference for the realization of cooperation development between organizations in China and international non-governmental organizations.
